Flour is one of the simplest ingredients in Italian cooking and, at the same time, one of the most misunderstood.

A bag may say Tipo 00, Tipo 0, Tipo 1, Tipo 2, Integrale, Semola or Semola Rimacinata, but those words alone do not tell you everything you need to know about how that flour will behave.

This becomes particularly confusing outside Italy, where Italian classifications are frequently translated into American terms such as all purpose flour, bread flour or cake flour.

Those comparisons can be useful as rough references, but they are not true equivalents.

The first principle to understand is therefore the most important:

Tipo 00 does not mean weak flour. Tipo 0 does not mean bread flour. Tipo 1 does not automatically mean strong flour. And semolina does not belong to the same classification system as Tipo 00, 0, 1 and 2.

Once you understand why, choosing flour becomes much easier.

Flour Begins With the Grain

Before discussing numbers, we need to understand wheat itself.

A wheat kernel contains three principal components.

The endosperm represents the largest part of the kernel and contains primarily starch and proteins.

The bran forms the protective outer layers and contains fiber, minerals and numerous compounds responsible for much of the grain's characteristic flavor.

The germ is the reproductive portion of the kernel and contains oils, vitamins and other nutrients.

Milling determines how these components are separated, retained and recombined.

A highly refined white flour contains predominantly endosperm.

As progressively more of the outer portions of the grain remain in the flour, mineral content, fiber, flavor, color and water absorption generally increase.

This is the foundation for understanding Italian soft wheat flour classification.

Grano Tenero and Grano Duro

Italian cooking relies heavily on two different species of wheat.

Grano tenero, soft or common wheat, is Triticum aestivum.

It is the wheat principally associated with the Italian classifications:

Tipo 00

Tipo 0

Tipo 1

Tipo 2

Farina Integrale

Then there is grano duro, durum wheat, Triticum durum.

Durum wheat gives us products such as:

Semola

Semola rimacinata

Semola integrale

Other durum wheat milling products

This distinction is fundamental.

When comparing Tipo 00 with semola, we are not simply comparing two different levels of fineness.

We are comparing products derived from different wheat species with different characteristics.

What Tipo 00 Really Means

Tipo 00 is the most highly refined standard category of Italian soft wheat flour.

It has a very low permitted ash content, meaning that relatively little of the mineral rich outer portions of the kernel remain in the finished flour.

This generally gives Tipo 00 its familiar:

White color

Fine appearance

Delicate flavor

Low bran content

But here is where one of the greatest misconceptions about Italian flour begins.

00 does not tell you the strength of the flour.

A Tipo 00 can be produced for delicate pastry.

Another Tipo 00 can be produced for fresh pasta.

Another can be designed for pizza.

Another can be strong enough for long fermentation.

They can all legally remain Tipo 00.

This is because the classification primarily tells us about the flour's degree of refinement, not its complete baking performance. Under the Italian regulatory framework, soft wheat flour categories are differentiated in part by maximum ash levels, with Tipo 00 at the most refined end and progressively higher limits through Tipo 0, 1 and 2. Tipo 0 Flour

Tipo 0 is still a refined white soft wheat flour, but it permits a slightly higher ash content than Tipo 00.

It is extremely versatile.

Depending on its strength and other characteristics, Tipo 0 may be excellent for:

Bread

Pizza

Focaccia

Long fermented dough

Short fermented dough

Some enriched breads

Professional bakery applications

Again, the number does not tell us whether the flour is strong enough for a particular fermentation.

You need more information.

Tipo 1 Flour

Tipo 1 contains more of the grain's peripheral components than Tipo 00 or Tipo 0.

The difference becomes increasingly noticeable in:

Color

Flavor

Mineral content

Water absorption

Texture

The flour generally has a more pronounced wheat character.

This makes Tipo 1 particularly interesting for artisan bread and focaccia where the flavor of the grain itself should be noticeable.

It can produce beautiful bread, but it should not automatically be described as superior to Tipo 00.

They serve different purposes.

Refinement is not a ranking system for quality.

Tipo 2 Flour

Tipo 2 moves further toward less refined flour.

It contains still more components originating from the outer portions of the grain and generally produces a more rustic character.

The flour tends to be darker.

The wheat flavor becomes more pronounced.

Water absorption may increase.

The dough can behave differently because bran particles interact physically with gluten development.

Tipo 2 is particularly interesting for:

Rustic breads

Country loaves

Focaccia

Natural fermentation

Blended flour formulas

It can also be blended with Tipo 0 or Tipo 00 when a baker wants additional wheat flavor without producing a completely whole wheat dough.

Farina Integrale

Farina Integrale is whole wheat flour.

Here we move beyond simply increasing extraction and arrive at flour representing the whole grain to a much greater extent.

Whole wheat flour brings significant quantities of bran and germ components into the dough.

That changes almost everything.

The flavor becomes deeper.

The color becomes darker.

Fiber increases.

Water absorption generally increases.

Fermentation behavior changes.

Gluten development becomes more complicated.

The dough may feel strong while producing less volume than expected.

This happens partly because bran particles interfere with the continuous gluten structure needed to retain fermentation gases efficiently.

This is why substituting whole wheat flour for Tipo 00 gram for gram without adjusting hydration and technique often produces disappointing results.

What Are Ashes in Flour?

The word ash sounds strange when discussing flour.

It does not mean that somebody puts ash into the flour.

Ash content is a laboratory measurement of the mineral residue remaining after a sample of flour is incinerated under controlled conditions.

The organic material burns away.

The mineral residue remains.

Flour containing more of the outer portions of the grain generally has a higher mineral content and therefore a higher ash value.

This gives us a useful indication of refinement.

In Italian soft wheat flour regulation, maximum ash values rise progressively from Tipo 00 through Tipo 2, while whole wheat flour has a defined higher range. (Normattiva)

This is one of the technical foundations behind the Italian classification system.

Refinement Is Not Strength

This deserves its own section because it is the mistake I see constantly.

Refinement and strength are different characteristics.

Tipo tells you primarily about classification and refinement.

W tells you something about dough strength and deformation behavior.

Protein tells you something else.

P/L tells you something else again.

A professional baker does not look at one number and assume it describes everything.

Flour has a complete technical profile.

What Is Protein Percentage?

Protein content is useful.

It is particularly useful when comparing flours within similar categories.

Generally, flour with greater quantities of gluten forming proteins has the potential to create a stronger gluten network.

But protein percentage alone is not enough.

Two flours can display similar protein percentages and behave differently because protein quality matters in addition to protein quantity.

This becomes especially important when evaluating flour for:

High hydration

Long fermentation

Pizza

Focaccia

Panettone

Bread

Preferments

Sourdough

So protein is an important clue.

It is not the entire answer.

What Is Gluten?

When wheat flour is hydrated and manipulated, two important groups of proteins, principally gliadin and glutenin, contribute to the formation of gluten.

For practical purposes, think of gluten as the structural network of the dough.

It must perform two apparently contradictory tasks.

It needs strength to retain gas.

But it also needs extensibility to expand.

A dough that is extremely strong but insufficiently extensible fights the baker.

A dough that stretches beautifully but lacks sufficient strength may spread and collapse.

Great dough requires balance.

What Is W?

The W value is one of the most useful technical measurements encountered on professional Italian flour specifications.

It comes from an alveograph test.

In simplified terms, a standardized piece of dough is inflated until it forms a bubble and eventually ruptures.

The energy associated with deforming the dough is represented by the W value.

The higher the W, broadly speaking, the greater the flour's capacity to withstand demanding dough conditions.

But do not reduce this to:

High W equals good flour.

That is wrong.

A very strong flour used for a delicate short fermentation can be completely inappropriate.

The correct flour is the flour whose characteristics match the process.

Understanding W Values in the Kitchen

As a practical working framework, rather than an absolute law, you can think about W approximately this way.

A flour around W 150 to 180 is relatively weak and generally better suited to applications where extensive gluten development and long fermentation are unnecessary.

Around W 180 to 240, we enter a useful range for many everyday preparations and relatively straightforward bread or pizza applications.

Around W 240 to 300, we have flour capable of handling more substantial fermentation and hydration demands.

Around W 300 to 350, we are dealing with strong flour suitable for more demanding doughs, longer fermentation and certain prefermented applications.

Beyond this, very strong specialty flours can be used for highly enriched products and demanding fermentation structures.

These ranges are guidelines.

They are not laws.

Why Higher W Is Not Always Better

Imagine making a delicate product with an unnecessarily strong flour.

The dough may resist stretching.

The finished product may become too chewy.

Fermentation may require different management.

The texture may be completely wrong.

Now imagine using a weak flour for a highly hydrated focaccia fermented for 48 hours.

The gluten network may deteriorate before the fermentation schedule is complete.

The dough may become sticky.

It may lose its ability to retain gas.

It may collapse.

The goal is therefore not to buy the strongest flour.

The goal is to buy the appropriate flour.

What Is P/L?

W does not completely describe dough behavior.

Another important alveograph measurement is P/L.

P relates to dough resistance or tenacity.

L relates to extensibility.

The ratio between them helps describe the balance between resistance and extension.

A relatively high P/L indicates dough that tends toward greater resistance and lower extensibility, while a lower ratio indicates greater extensibility relative to resistance. (Nature)

This matters enormously when opening pizza dough.

You have probably experienced dough that constantly shrinks after stretching.

It feels as though the dough wants to return to its original shape.

That behavior cannot always be explained simply by saying:

“The flour has too much protein.”

The relationship between strength, elasticity, extensibility, fermentation and dough maturity is more complicated.

Why Two Tipo 00 Flours Can Behave Completely Differently

This is perhaps the most important practical lesson in this entire article.

Imagine two bags.

Both say:

Farina di Grano Tenero Tipo 00

One is designed for delicate cakes or biscuits.

The other is designed for pizza with extended fermentation.

They are both 00.

But put them into the same high hydration, 24 hour pizza formula and they may behave dramatically differently.

Why?

Because 00 describes their category of refinement, not their complete rheological behavior.

The W can differ.

The protein can differ.

P/L can differ.

Water absorption can differ.

Fermentation tolerance can differ.

The wheat blend can differ.

This is why professional flour selection requires reading beyond the large “00” printed on the front of the bag.

00 Does Not Mean Pizza Flour

This myth needs to disappear.

Tipo 00 flour can make extraordinary pizza.

But not because 00 automatically means pizza flour.

It works when that particular 00 has technical characteristics appropriate for the pizza you are making.

A pizza fermented for six hours and a pizza fermented for 48 hours may require different flour characteristics.

A pizza baked around 900°F behaves differently from one baked in a conventional home oven.

A high hydration pan pizza places different demands on flour from a traditional round pizza.

Choose the flour for the process.

Not the mythology printed around the classification.

00 Does Not Mean Cake Flour

This is another common mistake outside Italy.

American cake flour is typically selected and processed specifically to produce tender cakes and generally has relatively low protein.

Italian Tipo 00 refers to a classification of refined soft wheat flour.

Therefore:

00 and American cake flour are not synonyms.

A strong Tipo 00 designed for pizza can behave nothing like American cake flour.

Tipo 0 Does Not Mean American All Purpose Flour

The same problem appears with Tipo 0.

It is tempting to create a simple translation:

Tipo 00 equals cake flour

Tipo 0 equals all purpose

Tipo 1 equals bread flour

This is convenient.

And technically misleading.

American flour terminology frequently emphasizes intended use and protein characteristics.

Italian flour classification uses a different framework.

There can be overlap in practical performance, but there is no perfect one to one translation.

American Bread Flour

American bread flour is generally produced from wheat selected to provide relatively high protein and strong gluten development.

It is useful for:

Bread

Pizza

Bagels

Some high hydration doughs

Longer fermentation

But an American bread flour does not automatically correspond to Tipo 0 or Tipo 1.

Again, these terms describe flour through different classification systems.

When adapting an Italian recipe in the United States, compare performance, not simply names.

Now We Need to Talk About Durum Wheat

Everything changes when we move from grano tenero to grano duro.

Durum wheat is harder, typically more golden in color and exceptionally important to Italian pasta production.

Its characteristic yellow color is associated with naturally occurring carotenoid pigments.

Durum wheat products also have distinctive dough properties.

This is the world of semola.

What Is Semola?

Semola is produced from durum wheat.

Its particles are generally more granular than conventional finely milled soft wheat flour.

Its color is characteristically golden.

Semola is enormously important in Italian cooking.

It is used for:

Dried pasta

Fresh water based pasta

Regional breads

Couscous and related preparations

Certain focaccia

Dusting surfaces

Regional specialties

But even here, we need to distinguish between different durum wheat products.

Semola and Semolina

The English word semolina can create confusion.

In American supermarkets, semolina often refers to a relatively coarse durum wheat product.

That can be perfect for some applications.

But if an Italian recipe calls specifically for semola rimacinata, buying a very coarse American semolina may not produce the same dough.

The source grain may be the same species.

The particle size and intended use can be different.

Read the package carefully.

Semola Rimacinata

Semola rimacinata di grano duro is durum wheat semolina that has undergone additional milling to produce a finer texture.

This makes it exceptionally useful for dough.

It combines the characteristic flavor and golden color of durum wheat with a particle size more suitable for many bread and fresh pasta applications.

Semola rimacinata is excellent for:

Puglian breads

Altamura style breads

Certain focaccia

Fresh pasta

Orecchiette

Cavatelli

Some pizza formulas

Blended bread doughs

It should not be confused with coarse semolina simply because both come from durum wheat.

Why Durum Wheat Is Excellent for Pasta

Durum wheat produces dough with characteristics particularly suited to pasta.

The resulting pasta can develop:

Firm structure

Excellent cooking resistance

Characteristic golden color

Distinctive wheat flavor

This is especially important for pasta made from only:

Semola

Water

The simplicity of the ingredient list makes flour quality even more important.

There is nowhere for poor wheat to hide.

Fresh Egg Pasta Is Different

Traditional fresh egg pasta frequently uses soft wheat flour, often Tipo 00, although regional practices vary and durum wheat may be incorporated.

This gives us two fundamentally different pasta traditions.

One can be based primarily on:

Soft wheat flour plus eggs

The other on:

Durum wheat semolina plus water

Both are Italian.

Neither is inherently more authentic than the other.

Italian cooking is regional.

Flour for Pizza

The first question should not be:

“Should I use 00?”

The better questions are:

What pizza am I making?

What hydration?

How long will it ferment?

At what temperature?

Will fermentation occur at room temperature or under refrigeration?

Am I using direct dough, poolish, biga or sourdough?

What texture do I want?

Once those questions are answered, flour selection becomes much more intelligent.

For a relatively short fermentation, an excessively strong flour may be unnecessary.

For long fermentation and higher hydration, greater flour strength may be advantageous.

Flour for Focaccia

Focaccia creates another set of requirements.

High hydration focaccia needs sufficient strength to retain gas while carrying considerable water.

Long cold fermentation increases the demands placed on the gluten structure.

A flour around W 260 to 320 can be a useful working range for many modern focaccia formulas, depending on hydration and fermentation schedule.

But regional focaccia can involve completely different flour traditions.

Puglian preparations may incorporate semola rimacinata.

Other focaccia may rely primarily on soft wheat Tipo 0.

Again, there is no universal “focaccia flour.”

Flour for Bread

Bread flour selection depends on the bread.

A rustic Italian loaf may benefit enormously from Tipo 1 or Tipo 2.

A lighter loaf may work beautifully with Tipo 0.

Durum wheat breads require a completely different approach.

Whole wheat bread requires different hydration and fermentation management again.

A professional baker therefore does not ask:

“What is the best flour for bread?”

The correct question is:

“What flour is best for this bread?”

Flour for Long Fermentation

Long fermentation requires the flour to maintain useful structure over time.

The longer the fermentation, particularly in highly hydrated dough, the more important flour strength and fermentation management become.

But strong flour does not make fermentation unlimited.

Even excellent flour eventually deteriorates.

Temperature matters.

Yeast quantity matters.

Acidity matters.

Hydration matters.

Time matters.

Flour strength is only one part of the system.

Water Absorption

Different flours absorb different quantities of water.

Tipo 1, Tipo 2 and whole wheat frequently require more water than highly refined flour because of the greater presence of bran and other grain components.

Strong flour can also often tolerate substantial hydration.

Durum wheat products behave differently again.

This means that changing flour without adjusting water can fundamentally change a recipe.

A dough at 70% hydration with one flour may feel relatively firm.

Another flour at the same 70% may feel almost unmanageable.

Hydration is a mathematical number.

Dough consistency is the physical reality.

A baker must understand both.

Why Bran Changes Dough

Bran absorbs water.

But that is not its only effect.

Bran particles can physically interfere with gluten development.

Imagine trying to create a continuous elastic membrane while tiny rigid particles are distributed throughout it.

That gives you a simplified idea of the challenge.

This is why whole wheat dough may require:

More water

Longer hydration

Different mixing

Gentler handling

Different fermentation

A baker accustomed exclusively to Tipo 00 cannot simply substitute whole wheat flour and expect identical behavior.

Autolyse and Less Refined Flour

Allowing flour and water to rest before intensive mixing can be particularly useful with less refined flour.

The rest gives bran and other components time to hydrate.

The dough may become easier to develop.

But autolyse is a technique, not a religion.

Not every dough requires it.

Use techniques because they solve a problem, not because they sound professional.

Stone Ground Versus Roller Milled

Another distinction often confused with flour type is milling method.

Stone milling and modern roller milling produce different characteristics.

Stone ground flour can retain different particle distributions and grain components.

Roller milling allows extremely precise separation and recombination of different fractions.

Neither method automatically guarantees superior flour.

Quality depends on:

Wheat

Storage

Milling

Freshness

Extraction

Intended use

Technical consistency

The romantic method is not automatically the technically superior method for every application.

Manitoba Flour

Manitoba deserves special attention because the name is widely used in Italy.

Historically, the term relates to strong wheat associated with Canadian production.

In Italian culinary language, however, “Manitoba” has become closely associated with very strong flour.

It is commonly used for:

Panettone

Pandoro

Brioche

Long fermentation

Enriched dough

Strengthening weaker flour blends

But again, read the technical specifications.

Do not buy flour simply because “Manitoba” appears in large letters on the package.

Flour for Panettone

Panettone places extraordinary demands on flour.

The dough contains substantial quantities of:

Butter

Egg yolk

Sugar

Water

Fermentation products

The gluten network must support all of this while retaining gas through a complex fermentation.

This requires specialized strong flour.

A generic Tipo 00 selected only because it says 00 is not enough.

Professional panettone flour is selected primarily for its performance characteristics, not simply refinement category.

Flour for Pastry

For delicate pastry, excessive gluten strength can become a disadvantage.

Products such as:

Shortcrust pastry

Biscuits

Certain cakes

Tender tart doughs

generally do not benefit from the same flour characteristics required for long fermented bread.

The baker often wants tenderness rather than maximum elasticity.

Again:

Strongest does not mean best.

How I Choose Flour Professionally

When I look at a bag of flour, the large word on the front is only the beginning.

I want to know:

What wheat is it?

Soft wheat or durum?

What type?

What is the protein content?

Is the W published?

What is the P/L?

What is the recommended use?

What hydration will I use?

How long will the dough ferment?

At what temperature?

How much fat or sugar will the dough contain?

What final texture am I trying to achieve?

Those questions tell me much more than the word “00.”

The Biggest Mistake Home Bakers Make

The biggest mistake is believing flour is interchangeable.

It is not.

Take a recipe developed around strong Tipo 0 flour and replace it with weak all purpose flour.

The recipe may fail.

Replace Tipo 00 pasta flour with coarse semolina.

The dough changes.

Replace semola rimacinata with ordinary bread flour.

The flavor, color, absorption and structure change.

Replace refined flour with whole wheat without changing hydration.

The dough changes dramatically.

The recipe is a system.

Changing flour changes the system.

The Second Biggest Mistake

The second mistake is chasing protein percentage without understanding the rest of the flour.

A bag says 13% protein.

Excellent.

But what does that protein do?

How strong is the flour?

How extensible is the dough?

How does it absorb water?

How does it behave after 24 hours?

A number becomes useful only when you understand what it measures.

The Third Biggest Mistake

Assuming that Italian flour is automatically superior.

It is not.

Italy produces extraordinary flour.

The United States produces extraordinary flour.

Canada produces extraordinary wheat.

France produces extraordinary flour.

Quality is not determined by nationality alone.

The question is whether the flour has the correct characteristics for what you are making.

For Italian recipes, Italian flour can make reproducing traditional characteristics easier because the flour may have been specifically designed for those applications.

But technique remains essential.

A Practical Guide Without a Table

If you need to remember the entire article in a few lines, remember this.

Tipo 00: Highly refined soft wheat flour. It can be weak, medium or strong depending on the product. Do not assume it is automatically pizza flour.

Tipo 0: Refined soft wheat flour with a slightly higher permitted ash content than Tipo 00. Extremely versatile for bread, pizza and focaccia depending on strength.

Tipo 1: Less refined soft wheat flour with more grain character and mineral content. Excellent for flavorful bread and focaccia.

Tipo 2: Still less refined, with pronounced wheat character. Particularly useful for rustic and artisan breads.

Integrale: Whole wheat flour. Higher fiber, greater water demand and different gluten behavior.

Semola: Durum wheat product with a characteristically golden color and more granular texture. Fundamental to pasta and many regional preparations.

Semola Rimacinata: Finer remilled durum wheat semolina, particularly useful for bread, focaccia and fresh pasta.

Manitoba: A commercial term commonly associated in Italy with very strong flour, particularly useful for demanding fermented and enriched doughs.
