Born from the meeting of the sea and the countryside, this dish combines simple ingredients—fresh mussels, potatoes, rice, tomatoes, onions, Pecorino cheese, and extra virgin olive oil—into a masterpiece of Southern Italian cuisine. During baking, the mussels release their flavorful juices, which are absorbed by the rice, while the potatoes become tender and develop a beautifully golden crust.

Every family in Bari has its own version, but the philosophy remains the same: layer the ingredients without stirring, allowing the oven to do the work. The result is a rich, aromatic casserole that perfectly represents the flavors of the Adriatic coast.

Ingredients

2½ lb fresh mussels, cleaned and debearded

2 cups Arborio or Carnaroli rice

2 lb Yukon Gold potatoes, peeled and thinly sliced

1 large white onion, thinly sliced

1 pint cherry tomatoes, halved

1 cup grated Pecorino Romano

½ cup grated Parmigiano Reggiano

½ cup fresh Italian parsley, chopped

2 garlic cloves, minced

½ cup extra virgin olive oil

About 2½ cups hot water

Reserved mussel cooking liquid, strained

Freshly ground black pepper

Salt (only if needed)

½ cup Italian breadcrumbs


Preparation

Step 1 – Prepare the Mussels

Clean the mussels thoroughly, removing the beard and scrubbing the shells.

Place them in a large pot over high heat.

Cover and cook for 3–4 minutes until they open.

Strain and reserve the cooking liquid.

Keep about half of the mussels in their shells and remove the remaining mussels from their shells.

Discard any mussels that do not open.

Step 2 – Prepare the Baking Dish

Preheat the oven to 375°F (374°F).

Generously grease a large terracotta baking dish or casserole with olive oil.

Spread half of the sliced potatoes over the bottom.

Top with half of the onion, half of the tomatoes, half of the parsley, and half of the garlic.

Season lightly with black pepper.

Step 3 – Add the Mussels

Arrange the mussels shell-side down with the meat facing upward.

Scatter the shelled mussels evenly throughout the dish.

Step 4 – Add the Rice

Rinse the rice briefly under cold water.

Spread it evenly over the mussels.

Top with the remaining onion, tomatoes, potatoes, parsley, and garlic.

Sprinkle with the Pecorino, Parmigiano, and breadcrumbs.

Finish with a generous drizzle of extra virgin olive oil.

Step 5 – Add the Liquid

Mix the strained mussel broth with the hot water.

Slowly pour it into the baking dish until the liquid reaches just below the top layer of potatoes.

Do not stir.

Step 6 – Bake

Bake uncovered for about 60 minutes, or until the potatoes are golden brown and the rice has absorbed all the liquid.

If necessary, broil for the final 3–5 minutes to create a crisp, golden crust.

Allow the Tiella to rest for 15 minutes before serving.
